Every person in difficult circumstances can apply to the “Fund “Aspern” to the help and support. Assistance to individuals is provided within the framework of the fund's programs.

1. Admission of families or individuals to the program "Support for the Families in Crisis Situation" is carried out in accordance with the order of the “Fund “Aspern” based on:

• statements of family or person (in the case of a family application - a personal statement of all its adult members); 

• copy of passport (1,2,7 pages) 

• certificate of disability of family members, or a copy of a pension certificate; 

• copies of the birth certificate of the children; 

• letters of request from the center of social services for the family, children and youth or from the service for children, other state structures or non-governmental organizations of the Darnytsky district of Kyiv; 

• an act of social inspection; 

• family newsletter.

If necessary, the “Fund “Aspern” may also request other documents necessary to consider the issue of the possibility of enrolling a family in the program.

2. Admission to the "Mother - Child Centre in Kyiv" program is carried out in accordance with the order of the “Fund “Aspern” based on:

• a written statement from a pregnant woman; 

• written statement of mother and child; 

• the referral of the service for children or the center of social services for the family, children and youth of the Darnytsky district in the city of Kyiv, the state administration; 

• a document certifying a person; 

• medical certificate about the health of the mother; 

• medical certificate on the health of the child; 

• birth certificate or medical certificate of the birth of a child; 

• an agreement on the provision of social services between a pregnant woman (or a woman with a child) and the “Fund “Aspern”

If necessary, the “Fund “Aspern” may also request other documents necessary to consider the issue of the possibility of enrolling a family in the program.

3. Children's enrollment in the program "Center for Social and Psychological Rehabilitation of Children" is carried out in accordance with the order of the “Fund “Aspern”. Children from the Darnytsky district of Kyiv may be admitted to the Center:

• children from families who are in difficult circumstances and unable to overcome them independently, families where parents can not provide maintenance and care for the child, avoid parents' duties, use alcohol or drugs;

• orphans or children deprived of parental care;

• children who have survived violence and need social and psychological assistance;

• homeless children.

In the presence of seats in the Center, children from other districts of Kyiv, as well as other regions of Ukraine, may be accepted in agreement with the Darnytsky District District Service in Kyiv for the State Administration.

Children are admitted to the Center 24 hours a day based on:

• referral of the service for children of the Darnytsky district in Kyiv to the state administration or the request of the guardianship and guardianship authority, the management of education, the Center for social services for the family, children and youth, the criminal police for children, parents (if any);

• according to the act of the criminal police for affairs of children of the bodies of internal affairs;

• personal statement of the child.

4. Admission to the program "Center of Integrative Professional Education for Children and Youth" is carried out in accordance with the order of the “Fund “Aspern”. The following persons may be admitted to the center from the Darnytsky district of Kyiv:

• orphans and children deprived of parental care;

• pupils of the special boarding school №12 of Kyiv;

• children of privileged categories (from large families or low-income families);

• children from families who were in a crisis situation;

• youth aged 10 to 35 years.

Admission to the Center is based on:

• statements of persons aged 18 or over;

• statements of parents (one of the parents) or persons who replace them in case of enrollment of persons under the age of 18;

• a document certifying a person;

• an education document or a certificate from a place of study;

• a document confirming the status of an orphan child, a child deprived of parental care, the availability of other benefits;

• health certificate;

• 4 (four) photos.

If necessary, the “Fund “Aspern” may also request other documents necessary to consider the issue of the possibility of enrolling a family in the program.

An obligatory condition for enrollment at the Center is the signing of an agreement on the provision of social services between persons (or parents of a child under 14 years of age) who are planning to acquire professional skills, and the “Fund “Aspern”.

5. Admission to the program "Social Dormitory "House on the half-way" is in accordance with the order of “Fund “Aspern”. The social dormitory can be taken by:

• orphans and children deprived of parental care, aged 15 to 18;

• persons from orphans and children deprived of parental care, aged 18 to 23 years.

Entry of children is possible only after the completion of the period of stay in the appropriate institutions for such children, if they do not have a home or if their housing is considered unsuitable for residence and is not subject to repair and reconstruction.

Admission to a Social Dormitory is based on the following documents:

• a document certifying a person;

• referral of the service for children of the Darnytsky district in Kyiv to the state administration;

• an education document or a certificate from a place of study;

• a document confirming the status of an orphan child, a child deprived of parental care;

• health certificate;

• certificates from the district doctor - pediatrician, gynecologist, urologist on the absence of infectious diseases, results of fluorographic examination;

• Certificate of Assigning an Identification Code;

• certificate of presence of brothers or sisters (if available);

• documents on enrollment in apartment registration (if available);

• certificates of social pension (if any);

• insurance certificate (if available);

• savings book (if available).

If necessary, the “Fund “Aspern” may also request other documents necessary to consider the issue of the possibility of enrolling a family in the program.
